What is a ruling pen ?  

A ruling pen is a writing/drawing tool for drawing with ink or with other drawing fluids , like water colors/gouache etc. A ruling pen contains ink in a slot between two flexible metal plates can be adjusted by an adjustment screw connecting them , hence enabling rendering of thick & thin lines.
